On November 5, Baidu introduced ERNIE 5.5 Flash Base and made its weights available for further training. This is a text base model rather than a finished conversational assistant. For readers in Bulgaria, the most consequential detail concerns licensing: the standard grant excludes the European Union, the United Kingdom and South Korea. Downloadable files do not establish permission to use a model everywhere.

What developers receive

The official description specifies a Mixture-of-Experts architecture with 280 billion total parameters and 14 billion activated per token. Baidu provides FP8 and BF16 versions. The training context reaches 128K tokens, with support claimed for up to one million during fine-tuning and inference. These figures describe the model; they do not promise identical speed or accuracy on every workload.

The distinction between total and activated parameters matters operationally. Sparse activation reduces computation for an individual step without turning the complete model into a small file. A team planning a hosted service must separately estimate memory for the weights, the context and concurrent requests. The 14-billion figure alone is insufficient for selecting a server.

A base model requires additional work

The released checkpoint comes after pre-training, before subsequent stages that shape behaviour. Its official card identifies domain adaptation, instruction tuning and reinforcement-learning research as intended directions. It also documents serving through SGLang and vLLM. Benchmark comparisons on that page are Baidu-reported results, rather than independent verification by SIExpo.

Our editorial interpretation is that the useful opportunity lies in letting different teams start from a common foundation and compare their own further-training methods. Evaluation should distinguish at least three questions: can the model solve the task, does it follow the application's rules, and can the surrounding system operate at an acceptable cost? A good answer to the first question does not automatically settle the other two.

What the licence says

The inspected ERNIE 5.5 Flash Base Model License Agreement v1.0 defines a permitted territory excluding the EU, the UK and South Korea. For eligible commercial use with related annual revenue at or below US$50 million, it requires a one-time notice and Powered by ERNIE attribution. Above that threshold, separate prior written authorisation is required. Territorial eligibility is a distinct condition; lower revenue does not remove that restriction.

We therefore describe the release as downloadable weights under a custom restrictive licence. We do not present it as unconditionally free software. For an organisation in Bulgaria, clarifying the applicable rights should precede downloading, integration or committing a deployment budget. This report does not invite readers to work around territorial conditions.

After establishing permission comes technical evaluation using private tests, explicit acceptance criteria and control over data. SIExpo has not installed the model or validated its reported performance. The news event is the November 5 publication; the sources were checked on November 7, 2026.
